Better regulation

Fact: In the 2003 Inter-institutional Agreement, the EU institutions established a strategy for better law-making. 

Summary: The strategy concentrates on:

  • improving inter-institutional coordination and transparency,
  • providing a framework for alternative regulatory instruments (self- and co-regulation),
  • increasing the use of impact assessment in Community decision-making, and
  • working methods for the adoption of proposals to simplify EU law.

Extract: "Better Regulation is a shared responsibility. The Commission submits proposals for adoption to the European Parliament and the Council. The EU laws are transposed into national law by national governments and parliaments and often applied at regional and local levels. The responsibility for regulating well is hence a shared one."
